    　　中新社北京12月19日电 (记者 谢雁冰 曾玥)国家发展规划法草案三次审议稿即将提请十四届全国人大常委会第十九次会议审议。全国人大常委会法工委发言人黄海华19日在记者会上表示，草案三次审议稿拟完善国家规划体系，妥善处理各级各类规划之间的关系。 国家发展规划法草案三次审议稿即将提请十四届全国人大常委会第十九次会议审议。全国人大常委会法工委发言人黄海华12月19日在记者会上表示，草案三次审议稿拟完善国家规划体系，妥善处理各级各类规划之间的关系。中新社记者 田雨昊 摄 　　黄海华说，根据各方面意见，草案三次审议稿拟作以下主要修改：一是完善国家发展规划的定义，增加规定“可以根据需要提出远景目标”。二是完善国家规划体系，妥善处理各级各类规划之间的关系，增加规定国家建立健全“由国家和地方规划共同组成，定位准确、边界清晰、功能互补、统一衔接的国家规划体系”。三是增加践行全过程人民民主的具体要求，规定编制国家发展规划应当“坚持顶层设计和问计于民相统一”，在编制中发挥“行业协会”的辅助支撑作用。四是完善年度计划编制相关规定。此外，根据中共二十届四中全会精神，对草案有关表述作修改完善。 　　“根据我国宪法和法律规定，全国人民代表大会审查和批准国民经济和社会发展计划和计划执行情况的报告，县级以上的地方各级人民代表大会审查和批准本行政区域内的国民经济和社会发展计划以及它们的执行情况的报告。”黄海华介绍，为进一步突出国家发展规划的权威性和严肃性，推动依法编制、审查和批准、实施、监督国家发展规划，国家发展规划法草案进一步明确人大审查和批准以及监督国家发展规划的职能，用专章作出规定。 　　一是将草案第二章“国家发展规划的制定”分为“国家发展规划的编制”和“国家发展规划的审查和批准”两章，在“审查和批准”一章中增加全国人大及其常委会、有关专门委员会相关职责和程序规定。 　　二是将草案第三章“国家发展规划的实施”中有关国家发展规划监督的内容单独作为一章，并增加规定全国人大财政经济委员会和有关专门委员会承担国家发展规划实施监督的具体工作，完善全国人大常委会审议国家发展规划中期评估报告的程序。 　　今年9月，十四届全国人大常委会第十七次会议对国家发展规划法草案进行了二次审议。(完) 【编辑:姜媛媛】
