    　　新闻1+1丨2026年重点推动生育保险发展 新政策释放哪些信号？ 　　12月13日，全国医疗保障工作会议上释放的信息提到，2026年要重点推动生育保险发展，“力争做到让孕产妇从大肚子进医院到抱娃出医院，住院分娩过程中产生的、属于医保目录范围内的费用，参保人个人基本不花钱。”这个目标如何实现？能省下多少钱？ 　　新政策释放了哪些信号？ 　　中国人口发展研究中心副研究员 史毅：从全国医保会议释放的政策信号可以看到，虽然针对生育环节的免费化政策，聚焦在非常小的点上，但是它释放出来的是非常积极的政策信号，即进一步强化生育保障，建设生育友好型社会。 　　首先在加大保障和改善民生力度方面，国家医保政策包括生育保险政策，正在逐步通过三个方面的努力，来改善和降低家庭还有个人的生育负担、生育成本。 　　首先是通过扩大生育保险的覆盖范围，把更多人群吸纳进来，参加和享受到生育保险相关的一系列政策。 　　第二个方面，通过相关政策改革，进一步降低生育和分娩的费用和价格，让更多的人可以用更少的钱来享受到相应的服务。 　　第三个方面，通过增加生育保险的功能，让更多的和住院分娩、生育相关医疗的项目纳入医保，纳入生育保险的覆盖范围来。 　　新政策可以节省多少钱？ 　　史毅：从目前全国平均水平来看，生育一个孩子大概需要花费一万多元，当然不同的地区、不同的医疗机构，费用会有不同，价格也会有一定的差距。从住院分娩环节来看，基本上占到了整个生育费用的30%到40%。如果一位女性通过顺产的方式完成了住院分娩，全国来看大概需要花费3000元到5000元，如果需要通过剖宫产来进行住院分娩，大概需要花费5000元到10000元。 　　本次住院分娩费用个人“无自付”政策，重点针对两类人群，既包括通过剖宫产的方式分娩的人群，也包括通过顺产的方式分娩的人群。同样一个政策，最后惠及到个人身上的时候，可能产生的减负费用是有差异的。比如一位顺产的妈妈，可能有3000元到5000元费用减免的受益，但是对于一位剖宫产分娩的妈妈，受益可能会更多。 　　如何让灵活就业人员受益？ 　　史毅：从一些地方的经验可以看到，很多地方通过财政补贴加个人缴费的方式，共同分担原来由企业或由用人单位来承担的生育保险费用的缴纳，把更多的灵活就业人员纳入覆盖范围里。 　　史毅：很多地区通过财政补贴的方式，降低和减轻个人参加生育保险的成本，让个人有意愿、有能力去参加生育保险。同时，通过各项政策降低生育保险生效的时间，来提高生育保险政策的包容性。传统上有很多保险，要连续缴纳费用六个月及以上，才可以享受相关政策。有些地区针对灵活就业人员，可能在参加生育保险之后第二个月就可以享受。 　　有些地区针对失业人群还有专门的一系列政策，失业期间的生育保险费用是由财政补贴缴纳的，这样也可以保证个人在就业上的连续性，同时也可以保证个人在工作变动、居住地调整等一系列灵活性比较强的环境里，享受生育保险能够提供的各项支持。(央视新闻客户端) 【编辑:叶攀】|dfg|
