    “数字堤防”守护长江安澜

    　　中新网武汉12月18日电 (卢琪)从“天空地水工”一体化监测网的织密，到数字孪生长江的建设，在长江大保护战略指引下，水利部长江水利委员会(以下简称“长江委”)在防汛领域逐步从“经验驱动”迈向“数智赋能”，以“数字堤防”守护长江安澜。 　　升级监测体系 　　扼守长江与嘉陵江交汇“咽喉”的寸滩水文站，集长江上游水沙控制、三峡入库调度、重庆主城防汛和水环境监测等核心任务于一身，是长江流域国家重要水文站和中央报汛站。 图为高洪中的寸滩水文站及测验江段。(资料图)长江委水文上游局供图 　　近日，步入寸滩水文站，ADCP、雷达波、超声波时差法、视觉测流等在线监测设备自动监测水文数据；量子点、光子等设备实时监测含沙量变化；双缆道水文设施牵引双测船同时作业，开展多项测验任务……现代化监测技术和设备已全面应用。 　　长江委水文上游局寸滩水文站站长黄河介绍，该站现有水位、流量、悬移质、推移质等9项水文监测项目，以及30项水质和4项水生态监测指标，“通过数智手段，可实时进行测、算、校、整、报，确保测得到、测得准、报得出、报得及时。” 寸滩水文站工作人员监测高洪流量。(资料图)长江委水文上游局供图 　　升级的监测体系和数智平台让防汛从“被动应对”向“主动防御”转变。2020年8月，长江第5号洪水与嘉陵江2号洪水叠加，寸滩站洪峰水位达到191.62米，超保证水位8.12米，为有实测资料以来的最高水位。凭借精准监测预报，寸滩水文站快速将水情信息上报给防汛决策部门，为三峡水库等梯级水库联合调度提供关键支撑，成功保障重庆主城防洪安全。 　　寸滩水文站的技术迭代是长江监测体系升级的缩影。近年来，长江委持续升级“天空地水工”一体化监测感知体系，实现从“点式监测”向“全要素、全流域、全时段”感知的跨越，为流域治理提供精准数据支撑。 　　据统计，长江委共享长江流域气象中心86部天气雷达数据、风云4B卫星数据，并汇集流域内水文、气象、水库等多个部门5万余个站点实时数据，形成长江流域“天空地水工”立体监测网络，实现了对云中雨、落地雨、河中水的全面监测，监测能力持续增强。 　　打造“智慧大脑” 　　“数字孪生技术在防汛中的应用，以‘四预’为主线，即预报、预警、预演、预案。”长江委水文上游局水情预报室主任张娜轻点长江上游水文数字孪生平台(寸滩、草街)，草街电站、磁器口等地的三维动态图像便一一呈现，实时滚动显示水位、流量等监测数据。 　　“海量水文历史、实时数据以及水库信息的输入，让数字孪生系统的数据底板更精确，而强大的专业模型和算法让它成为‘智慧大脑’。”张娜说。 图为长江上游水文数字孪生平台显示草街电站情况。长江委水文上游局供图 　　据介绍，长江上游水文数字孪生平台集成多源网格化数字降水产品与专业水文—水动力模型，可自动生成未来3天至10天精细化洪水预报，并支撑水情演进模拟、调度方案预演、风险预警评估等。该平台还能动态推演不同调度情景下的洪水演进过程与淹没范围，直观呈现历史、现状及未来水情，提升防洪调度与应急抢险决策的科学性与前瞻性。 　　长江上游水文数字孪生平台是数字孪生长江的“触角”之一。近年来，长江委研发的数字孪生长江智慧防洪抗旱系统，不仅纳入“天空地水工”立体监测网的数据，还尝试构建涵盖132座水工程的综合调度支持体系，成功支撑2024年区域性洪水、2025年汉江秋汛洪水调度决策。 　　据《数字孪生长江建设顶层设计(2025-2030)》，长江委未来将锚定全面提升水安全保障能力总目标，以数字化场景、智慧化模拟、精准化决策为路径，重点围绕透彻感知、细化底板、优化模型、深化应用、强化算力、共建共享等方面进行提升，支撑流域统一规划、统一治理、统一调度、统一管理，进一步提升长江保护治理的数字化、网络化、智能化水平。(完) 【编辑:张令旗】|dfg|
