    　　中新网北京12月17日电 (记者 陈杭)北京“减”“增”并举，为高质量发展“腾挪空间”。累计拆除违法建设超2.38亿平方米，腾退土地超275平方公里。从“摊大饼式”粗放蔓延逐步转向精耕细作，城市空间更加“透气”，蹚出了减量发展的新路子。 　　这是记者17日从“一张蓝图绘到底 建设国际一流的和谐宜居之都”新闻发布会上获悉的。 　　政务环境持续优化提升 　　2017年9月党中央、国务院批复北京城市总体规划。北京市规划和自然资源委员会主任张维表示，总规实施以来，取得了一系列标志性成果。北京圆满完成建党百年、新中国成立75周年庆祝活动和“9.3”纪念活动等服务保障任务，政务环境持续优化提升，同步着力优化首都功能核心区宜居品质。中轴线历经12年成功申遗，北京世界文化遗产数量居全球城市首位，中华文化的国际影响力进一步提升，同步带动博物馆之城建设与北大红楼、皇史宬等一批文物腾退利用。成功举办冬奥会、冬残奥会，成为世界唯一的“双奥之城”。举办“一带一路”国际合作高峰论坛等重大活动，国家外交服务保障能力大幅提高。 　　搭建起首都规划体系的“四梁八柱” 　　张维表示，北京城市总体规划、城市副中心控规、核心区控规先后经党中央、国务院批复，搭建起了首都规划体系的“四梁八柱”。在首都规划的统筹引领下，北京构建起“三级三类”国土空间规划体系，形成“1总规+2控规+14个分区规划+120个乡镇单元+1371个街区控规+50余个专项规划”逐层传导展开的体系，规划体系得到历史性深化和完善。 　　规划编制实施中不断创新改革，针对超大社区，昌平回天地区规划编制过程中，深入倾听居民“有地儿遛弯、有地儿买菜”等诉求，创新形成“四步走”“八清单”的存量控规编制方法，为大型社区治理提供可复制、可推广的实践经验。创新编制全国首个韧性城市空间专项规划，关注极端灾害情形下的城市维持力和灾后恢复力，将一个超大城市划分为39个韧性组团，探索以空间的确定性更好应对灾害的不确定性。 　　让规划从“静态文本”变为“动态诊疗” 　　张维表示，北京在全国率先建立规划“一年一体检、五年一评估”机制，已连续8年开展总体规划实施体检评估，城市副中心、首都功能核心区控规批复后也同步纳入体检评估体系。体检评估重点关注群众切身的“体感”，注重对市民满意度、12345市民服务热线分析。既全面总结成效、客观反映实际情况，也及时发现问题、精准破解难题，将问题转换成任务，各部门同题共答形成闭环机制，让规划从“静态文本”变为“动态诊疗”。 　　蹚出减量发展的新路子 　　张维表示，北京总规实施以来，北京市有序疏解非首都功能，完成市级行政机关搬迁至北京城市副中心，助力雄安新区建设取得显著进展。北京累计拆除违法建设超2.38亿平方米，腾退土地超275平方公里。城乡建设用地阶段性达到2035年总体规划目标。“一屏、三环、五河、九楔”市域绿色空间结构不断强化，一绿地区公园数量近120处，城市公园环为首都戴上“绿色项链”，二绿地区建成郊野公园50余处，温榆河公园二期开园迎客。北京从“摊大饼式”粗放蔓延逐步转向精耕细作，城市空间更加“透气”，蹚出了减量发展的新路子。 　　不断提高民生保障和服务水平 　　张维表示，北京落实总规提出的坚持生活空间宜居适度要求，不断提高民生保障和服务水平。总规实施第二阶段，教育、医疗、养老等公共服务体系更加完善，普惠性幼儿园覆盖率达93%，超过96.7%的社区卫生服务中心可提供儿科诊疗服务，建成社区养老服务驿站1540家、养老助餐点2410家。(完) 【编辑:张令旗】|dfg|
