    中国教育部规范幼儿园办园行为 要求为学前儿童建立学籍

    　　中新社北京12月29日电 (记者 曾玥)记者29日获悉，中国教育部近日印发《全国学前儿童学籍管理办法(试行)》(简称《办法》)，要求为学前儿童建立学籍，其中包括在当地入园的港澳台和外籍学前儿童。 　　中国教育部基础教育司负责人在答记者问时表示，研制出台《办法》是加强幼儿园规范管理的需要。当前，各地对学前儿童在园信息的采集、管理等存在不规范问题，迫切需要制订出台学前儿童学籍管理办法，明确学前儿童入园、转园、离园、毕业、升学等各环节信息管理，进一步保障学前儿童受教育权益，规范幼儿园办园行为。 　　《办法》分为总则、学籍建立、学籍变动、保障措施、附则五章共27条，适用于幼儿园等学前教育机构中三周岁到入小学前儿童的学籍管理。 　　《办法》明确了学籍建立与变动流程，强调凡在依法举办的幼儿园就读的学前儿童均须建立学籍，学籍号一人一号，小学学段接续使用，终身不变，学籍变动管理实行“一人一籍、籍随人走”制度。 　　《办法》规定，幼儿园不得使用虚假信息给学前儿童建立学籍，不得重复建立、空挂学籍。在当地入园的港澳台和外籍学前儿童应持有效身份证件到所接收幼儿园登记信息、办理入园并建立学籍。 　　在保障学前儿童信息安全方面，《办法》要求各级管理人员依法保护学前儿童个人信息及相关隐私，严格遵守数据使用权限、规则和范围，严防学籍数据泄露和学籍信息滥用；对于泄露或非法使用学前儿童学籍信息的，要求按照“谁审批、谁负责”的原则依法依规追究相关人员责任。(完) 【编辑:惠小东】|dfg|
