    时隔27年！我国献血法拟迎首次修订

    　　新华社北京12月17日电(记者李恒)国家卫生健康委17日公布《中华人民共和国献血法(修订草案征求意见稿)》，向社会公开征求意见。此次修订是自1998年《中华人民共和国献血法》实施以来的首次重大修改，征求意见稿内容扩充至60条，包括总则、组织动员与社会责任、血液采集与临床用血、保障与激励、法律责任等五个方面。 　　根据征求意见稿，献血工作坚持自愿无偿、保障安全的原则，是实施健康优先发展战略的重要举措，应当以人民健康为中心，健全政府组织领导与保障、社会协调宣传动员、单位(社区)落实组织推动和个人自愿参与的工作机制。 　　征求意见稿明确，每个县(市、区)至少设置一个固定献血屋(点)，人口较多和用血需求较大的县(市、区)应酌情增设。各省级卫生健康行政部门应当建立稀有血型献血者数据库，监测稀有血型血液实时库存动态，制定应急调配预案，确保紧急情况下稀有血型献血者可以快速响应，保障患者临床用血需求。 　　无偿献血是一项崇高的公益行为。征求意见稿提出，提倡十八周岁至六十五周岁的公民在符合健康要求的情况下自愿献血。血站对献血者每次采集全血不得超过四百毫升，两次采集全血间隔期不少于九十天。 　　记者从国家卫生健康委了解到，随着我国经济社会不断发展，人民群众的生活水平与健康状况显著提高，对献血者年龄和采血间隔进行科学调整，主要是基于医学科学的进步与国内实践验证，以及国际通行做法考虑。 　　据悉，保障献血者健康和血液安全是献血工作的首要原则和生命线。法律调整将严格建立在科学评估和强化管理的基础之上，严把健康检查关、科学制定献血标准、强化血液监测、优化献血服务和关怀、完善监督机制，切实保障献血者健康安全和血液质量安全。(完) 【编辑:胡寒笑】|dfg|
