    如何让“老房子”安全宜居？多地加快推进房屋体检制度落地

    　　央视网消息：房子像人一样，需要定期体检，以便及时发现安全隐患，确保使用安全。近日，郑州、长沙、南通等多个城市纷纷加快推进房屋体检制度，进一步推进房屋全生命周期安全管理。 　　哪些房屋需要体检？给房屋体检，有哪些重点检查项目？“体检费”谁来出？我们先来看看都有哪些房屋需要体检？ 　　近日，河南郑州住房保障和房地产管理局就“城镇房屋安全管理“三项制度”试点实施方案及工作细则”向社会公开征求意见。其中明确，拟对郑州市房龄30年及以上的城镇住宅房屋实施首次体检，并采取以奖代补方式支持房龄30年及以上的城镇非住宅房屋实施首次体检。同样，南通市住建局和长沙市住建局前不久也发布通知或技术指南，明确对房龄超过25年的房屋，每5年体检一次。 　　记者还注意到，尽管房屋体检对象的重心在于住宅，但是不少城市也将学校、医院等人员较为密集的公共建筑，纳入到优先体检的范畴。此外，一些城市对于历史建筑，还会增加材料老化程度、结构变形等专项检测。 　　房屋体检重点查什么？ 　　对于许多城市来讲，对“老房子”的体检，已经不是自选项而是必选项。那么，体检具体要查些什么呢？再来一起了解。 　　结构安全、消防安全、设施功能是房屋体检的主要内容，其中结构安全检测是体检的“重中之重”。以这一次郑州拟实施的细则为例，要求重点检查地基基础、主体结构、设备设施等重要部件，以及相互之间的构造连接情况，安全性指标是必检项。 　　以郑州为例，在拟实施的通则中明确，体检结论分为“通过”“基本通过”和“不通过”三类，对于结论为“不通过”的房屋，将督促房屋使用安全责任人停止使用，并进一步开展房屋安全鉴定或采取加固、修缮等处置措施，竣工验收或安全鉴定合格后方可继续使用。 　　房屋体检 体检费谁来出？ 　　确保体检资金的来源，其实是推动房屋体检这项制度落地的关键。那么给老房子做体检，体检费应该谁来负担呢？ 　　在目前三项制度的试点城市中，对于城镇住宅房屋体检费，政府公共账户承担了资金来源的职责。像郑州在此次向社会公开征求的意见中就明确规定，城镇住宅房屋体检费从市级公共账户列支，城镇非住宅房屋体检费才由房屋使用安全责任人承担，但市级公共账户按照50%的比例，实施以奖代补。 　　业内人士表示，从具体实践来看，体检费用除了由政府兜底之外，各地也在积极进行资金多元化探索，像公共建筑、经营性自建房，体检的经费原则上由房屋安全责任人承担，部分地区还鼓励使用物业公共收益部分为物业服务区域房屋集体开展体检。此外，还有些地方则引入了“保险+服务”市场机制，对购买保险的城镇房屋提供专有部位、公共部位、公共设施等风险预防服务。 【编辑:苏亦瑜】|dfg|
