    　　中新网广州12月17日电 (程景伟 林荫)据广东省林业局17日消息，广东省日前签发2025年第3号总林长令——《关于全面加强鸟类保护工作的令》，明确全省上下要贯彻落实为期三年的保护鸟类活动和打击非法捕猎贩卖鸟类专项行动，坚决遏制非法捕猎贩卖鸟类不良势头，树立全社会爱鸟护鸟的生态文明新风尚。 大批鸟类现身广州南沙湿地。广东省林业局 供图 　　总林长令指出，每年9月至次年4月为候鸟迁飞的重点时期，广东各地要建立“林长牵头、部门联动、属地负责”的工作机制，严格落实重点时段、重点区域、重点环节的监管责任，全面推行网络化巡护。 　　总林长令强调，广东各级林长要把清理非法捕鸟网作为鸟类保护的“第一道防线”，要全面清理猎套、猎夹、粘网、电网、电子诱捕装置等禁用的猎捕工具，严厉打击网鸟、打鸟、毒鸟、捡拾鸟蛋、破坏鸟巢等威胁鸟类生存行为。 勺嘴鹬。广东省林业局 供图 　　同时，广东要统筹处理好护鸟与护农的关系，对农田、果园、鱼塘等因护农需求确需架网驱鸟的区域，坚持“鸟类保护优先、科学分类施策”原则，重点推广生态友好型驱鸟器、防护网等技术，落实野生动物致害补偿政策。 　　总林长令明确，广东各地要加强对野外源头、人工繁育、市场流通等环节的监管，构建“捕猎-交易-运输-利用”全链条监管体系；各级林长要聚焦非法捕猎高发区、交易市场、电商平台、餐饮场所等关键节点开展常态化联合执法；对非法捕猎、交易、利用、运输、携带、寄递和食用等行为，要第一时间核查处置并严厉打击；对查获涉案鸟类及其制品，要深挖严查违法线索，持续保持高压态势。 　　据悉，广东省林业部门牵头启动保护鸟类专项行动，截至目前，全省19个地市累计开展跨部门联合执法305次、专项执法行动560次，检查场所5680处，清除捕鸟网3262张，没收捕鸟夹等禁猎工具313件，收容救护放归野生鸟类一批。(完) 【编辑:张令旗】|dfg|
