    在城市更新中解锁养老“共生居住”密码

    　　“养老不能只当成负担，而是可以通过空间创新、政策引导与技术赋能，来抵达幸福的旅程。”近日获评“民进全国参政议政工作先进个人”的民进中央人口资源环境专委会副主任、北京建筑大学城乡规划学科负责人高晓路，在接受本报记者采访时如是说。 　　面对日益加深的老龄化，多年来，高晓路深耕“老龄化地理学”，致力将老年宜居问题的思路“翻译”为切实可行的建议。她提出的“探索核心区更新改造中建立‘共生居住’养老新模式”协商建言，被纳入《北京市养老服务专项规划(2021年—2035年)》，为养老需求与城市更新找到了结合点。 　　“共生居住”是一种不同于传统养老院的居家养老解决方案，意在打造一个小规模居住组团，包括老年人的私人居住单元，与共享厨房、卫生间、起居室等公共服务空间。 　　2020年，高晓路在参与民进北京市委会对口东城区“疏解整治促提升”专项民主监督时发现，核心区老年人比例高，90%以上住在自己家，近一半为纯老家庭，其中9.38%独居，“新建养老机构空间有限，居家服务又因为太分散而成本高、效率低。” 　　自此，她将目光投向城市更新中的存量空间——腾退的平房、筒子楼与集体宿舍。借鉴国际经验并结合中国实际，她提出通过房屋置换等政策引导老年人“共生居住”，“以前一个阿姨只能照顾一个人，集中后能照顾四五个人，上门送餐、居家护理等服务的‘最后一公里’难题也能得到缓解。” 　　“共生居住”模式目前在国内尚需普及，高晓路在一次次调研中验证了其可行性。最近，她在走访北京西城区一处老旧居民楼社区时，九成的老人表示可以接受这一模式、约三分之二的老人愿意尝试。“他们既希望保持居住自主权与熟悉的社交网络，也期盼以可承受的成本获得更及时的照料。”高晓路说。 　　高晓路的建言始终围绕老人真实需求展开。她注意到，一些智慧养老试点存在产品与需求错配，对此她建议，增加如“大小便智能护理”“翻身辅助器”等老年人刚需的产品品类，加强场景导向的政策引导和支持。她提出的根据老年人经济状况和失能程度分档设计补贴，并建立适老化产品评测与质量追溯机制等建议，也得到有关部门关注。 　　这些建言背后，凝聚着高晓路组织的“养老建言智囊团”的智慧。在智慧养老调研中，北京市科学技术研究院副研究员甄茂成提供了许多社区的真实案例，民生智库民政老龄研究中心副主任潘明麒则贡献了全国各地的政策实践动向……同为民进会员的他们，通过跨领域的协作，让建言既有高度、又具温度。 　　“一个人的力量难免单薄，集体的智慧让成果更扎实。”高晓路说，“我们从专业出发，把大家的心声梳理出来、传递上去，推动社会向前走。”(《中国新闻》报 罗鲁峤 报道) 【编辑:王琴】|dfg|
