    海南自贸港将封关 湛江海事多举措保障琼州海峡航运安全

    　　中新网湛江12月17日电 (梁盛 谢晓琳 余春漫)海南自由贸易港将于18日封关，琼州海峡作为连接粤琼两地的“水上动脉”，其航运安全与通行效率，直接关系到封关运作的顺利实施。湛江海事部门提前谋划，精准施策，推出一系列举措服务保障海南自贸港封关运作。 执法人员检查车辆固定情况。曾旭豪 摄 　　据了解，随着海南自由贸易港封关临近，琼州海峡的客货运量呈现“预热式”增长。数据显示，今年12月上旬琼州海峡客滚船发班量、旅客及车辆运输量比11月上旬分别增长9%、23%、18%，新能源车运输量增幅更是达27%。客货流“叠加涌来”，尤其是新能源车、危险货物运输量的攀升，对交通组织、秩序维护与应急响应提出严峻考验。 　　面对挑战，广东海事部门迅速制定专项预案及任务清单，建立琼州海峡过海车辆拥堵四级应急响应机制。一旦待渡车辆达到相应阈值，将启用应急泊位、增开临时航线，实施跨区域交通组织协调与重点物资优先保障，保障车辆旅客疏运高效安全、分级应对。 　　在海上交通环境治理方面，湛江海事部门联合渔政部门清理碍航渔网、管控渔船作业，保障航线通畅。通过对航经商船实施100%点验覆盖，切实维护海上交通秩序。湛江航标处持续优化航标布局，调整粤海铁路轮渡北港航标，有效缩短船舶候泊与进港时间，实现航行安全与航运效率“双提升”。 　　在危险品水上运输监管方面，海事部门强化源头管控，压实企业主体责任。通过实地走访、约谈涉事企业、发布安全提醒函等措施，确保企业知晓合规要求。同时，建立信息共享机制，加大现场查处力度，对发现的危险品瞒报、标识缺失等行为依法从严处罚。 　　在徐闻海事处指挥中心，巨大的电子屏幕实时显示着琼州海峡船舶动态。通过整合VTS、AIS、CCTV、无人机巡航等手段，一张覆盖琼州海峡水域的智慧监管网络已然成型。“我们设立VTS专台对客滚船实施‘一对一’全程安全信息服务，实时保障船舶‘直进直靠、直离直出’。通过‘点对点’的信息支持和航速管控，有效提升船舶进出港效率。”徐闻海事处处长黄杰介绍说。(完) 【编辑:田博群】|dfg|
