    定制客运迈入规模化数字化“快车道”

    　　中新网12月15日电 尽管公路出行仍是当前覆盖最广泛、选择最多的出行方式，但受公众出行习惯变化等多重因素影响，近年来传统道路客运总体仍呈现结构性收缩态势，相关企业普遍面临转型压力。定制化客运，被视作破局的重要一招。 　　面对行业变局，交通运输部持续深化道路客运“放管服”改革，接连推出多项政策文件，不断优化市场营商环境，推动企业积极创新探索实践。 　　自2020年起，多项政策文件陆续修订印发。《道路旅客运输及客运站管理规定》明确了定制客运的定义、运营方式、车辆要求，《班车客运定制服务操作指南》提出了定制客运适用范围、服务流程、风险防范等条件，《道路客运定制服务规范》《定制客运网络平台技术要求》推动定制客运标准化规范化发展，《关于加快推动班车客运定制服务创新发展的通知》推动定制客运车辆服务多元场景，为公众出行提供定制化、个性化、品质化的运输服务。 　　日益完善的政策保障给了定制客运发展的底气和支撑。据交通运输部公路科学研究院发布《中国定制客运发展报告(2024)》，截至2024年底，全国已开通定制客运线路9000余条，同比增长40%。 　　从线路结构看，200公里以下的短途市际班线成为定制客运的“主战场”，占比达67.1%，凸显其在城市群、都市圈通勤需求方面的显著优势。从地域分布看，江苏、山东、广东等省份在定制客运线路数量上位居全国前列，排名前十的省份线路总数占全国75.4%，呈现“东部引领、中西部跟进”的发展格局。值得一提的是，四川、云南等地在网络平台建设方面表现活跃，区域性、地方性平台数量均超过20个，展现出强劲的本土化创新活力。 　　定制客运之所以能迅速赢得市场认可，关键在于其打破了传统班线客运“站到站”的局限，构建了更灵活精准的“门到门”“点到点”服务体系。各地围绕“勤、医、游、学、驳”等高频出行需求，积极打造特色线路。 　　例如，北京“京津冀定制快巴”聚焦环京通勤，实现日均运送乘客7000余人次，通勤时间缩短30%以上；杭州开通33条医疗定制客运班线，方便患者“朝医晚归”。2024年典型平台近半数线路日发班次超过4班，部分线路在开通定制客运业务后运营收入平均增长20%左右，社会效益与经济效益逐步显现。 　　在政策引导与企业创新的双重推动下，以定制客运为代表的转型升级路径日益清晰。作为连接供需的关键一环，定制客运网络平台在整合运力、提升服务体验等方面作用显著。 　　《中国定制客运发展报告(2024)》显示，截至2024年底，全国定制客运网络平台数量达302个，其中服务线路数量排名前十的平台覆盖了全国91%的定制客运线路，涌现出多个全国性平台，以及区域性定制客运品牌。这些平台不仅提供线上售票、智能调度、服务评价等功能，更通过数据挖掘与智能算法，推动客运产品持续迭代升级。 　　如“滴滴巴士”与全国200多家客运企业合作，在20多个省(直辖市)、超过120个地级市开通了线路。近日，滴滴巴士结合热带雨林风景打造的首个沉浸式互动主题大巴在西双版纳上线，实现文旅与服务的深度融合。云南省交通运输厅表示，其让巴士成为一个可移动的生态文化窗口，为传统业态带来了新活力。 　　“2025年进入四季度以来，滴滴巴士10月-11月的业务规模同比增长超过了75%。”滴滴出行城际事业部总经理陆昊辰近日在西双版纳接受中新网采访时表示，滴滴巴士通过“互联网+”模式与客企紧密合作，实现了数字技术优势和客运企业线下服务能力之间的优势互补、双向赋能。 　　当前，随着国家与地方政策协同发力、企业积极探索、平台技术赋能，传统道路客运行业正沿着数字化、规模化、品牌化的方向，逐步走出一条可持续的转型发展新路。 【编辑:惠小东】|dfg|
