    海南封关首日见闻：三亚机场完成货物进境、出港丝滑通关

    　　中新网三亚12月18日电 (张月和)12月18日，海南自贸港启动全岛封关。当日上午，三亚凤凰国际机场(简称“三亚机场”)先后完成“一线”零关税货物进境与“二线”加工增值货物出港通关业务。海南自贸港“一线放开、二线管住”全新监管模式在该机场落地运行。 　　自三亚机场进境的第一批“零关税”进口货物包含两票。其中，一票是北京大学口腔医院三亚医院(三亚口腔医学中心)自德国进口的货值98.8万元的能谱仪和电子背散射衍射仪；另一票是国药器械(海南)有限公司自香港进口的货值97.65万元的2台科研设备，两票货物分别享受进口税费减免约12.8万元和18.21万元。 12月18日，海南自贸港启动全岛封关，在三亚凤凰国际机场口岸，工作人员正在对一批“零关税”进口货物进行清关查验。张月和 摄 　　国药器械(海南)有限公司董事长宫大欣受访时表示，封关前，当天进境的2台科研设备并不在“零关税”商品范围内，需要交纳5%的关税和13%的进口增值税。封关后，海南自贸港“零关税”商品税目扩大，新进口的科研设备可以适用该政策，为企业降低了采购成本。 　　紧随其后的是一批加工增值出岛货物自三亚机场出港。该批货物原料为重0.5千克的海水珍珠，由海南海润珍珠股份有限公司加工为珍珠饰品后内销往广州，产品价值约12.51万元，增值率达73.86%以上，企业享惠金额约1.25万元。 12月18日，海南自贸港启动全岛封关。在三亚凤凰国际机场口岸，一批加工增值出岛货物正在办理出港手续。张月和 摄 　　海南海润珍珠股份有限公司副总经理杨丹说，海南自贸港加工增值30%内销免关税政策使企业产品的内销成本显著降低，在国内市场的竞争力进一步增强，让企业得到了实实在在的红利。同时，业务流程实现信息化，为企业合规经营及未来对接国际金融规则打下了良好基础。 　　笔者在现场看到，货物无论是“一线”进境，还是“二线”出港，整个过程都非常“丝滑”，几分钟内就可以完成进境或出港流程。三亚机场海关综合业务科副科长邓莉表示，“分批出岛、集中申报”通关模式，海关智慧监管平台与“单一窗口”，机场生产作业系统的数据共享和协同运作等举措，大大提升了货物通关效率。(完) 【编辑:王琴】|dfg|
