    　　中新网银川12月15日电 题：宁夏“十四五”织密社保网 稳稳托起百姓幸福梦 　　中新网记者 于晶 　　12月15日，刚在银川市民大厅咨询完事务的李营萍，被大厅电子屏上一组滚动的数字深深吸引——“银川企业退休人员养老金实现21连增”。她驻足良久，脸上漾开温暖的笑意：“这不只是统计，是实实在在的生活改善。”这份朴素的感触，恰是宁夏在“十四五”期间，织密社会保障网络、托起百姓幸福梦想的生动缩影。 　　截至2025年11月，宁夏养老、工伤、失业三项社会保险参保人数已分别达到534.28万人、155.87万人和132.2万人，相较于“十四五”开局之年，实现了显著增长。在覆盖范围扩大的同时，待遇水平的稳步提升则直接温暖了万千家庭。城乡居民基本养老保险基础养老金月人均水平从229元提高至326元，增幅达42%，切实改善了城乡老年居民的生活。工伤保险待遇经过两次调整，月人均伤残津贴已达4233元，为工伤职工提供了更坚实的生活支撑。 　　服务的变迁，同样深刻影响着像李营萍这样的普通百姓。她感慨道，“现在通过‘我的宁夏’APP就能查明细、办认证，门都不用出。”这与十年前退休时“排长队、来回跑”的经历已是天壤之别。这背后是宁夏大力推进社保经办服务数字化转型的成果。“社保服务进万家”活动深入基层，市民大厅里自助终端齐全，志愿者们耐心辅导，线上线下融合的智慧服务模式，正让“指尖办”“就近办”成为日常，办事省时省力又省心。 　　宁夏的社会保障体系，正从提供单一保障向着多元呵护的层次演进。李营萍在聊天中提起，朋友女儿作为自由职业者，今年也在政策鼓励下开立了个人养老金账户。“年轻人有年轻人的保障，我们有我们的依托，全家都更安心了。”这反映了宁夏在巩固基本养老保险主体地位的同时，积极推动发展个人养老金等补充养老保险制度，以满足不同群体多样化的保障需求。 　　此外，新就业形态就业人员职业伤害保障试点的首笔赔付已然落地，将外卖员、快递小哥等群体纳入保障范围；城乡居民养老保险集体补助试点也让参保居民得以共享集体经济发展成果。一张覆盖更广职业形态、更具包容性的保障网络正在形成。 　　对于李营萍而言，养老金年年准时调整，采暖费提前发放，还能享受免费乘坐公交、游览公园的福利，这些细节构成了她满满的获得感。“这种被社会惦记的感觉特别好。”如今，她每天与老友锻炼身体，去公园休闲，偶尔相约短途旅游，生活充实而安逸。“有这样的社会保障托底，晚年生活特别有尊严。”李营萍的“幸福密码”，正是宁夏“十四五”社会保障工作最温暖的注脚。(完) 【编辑:惠小东】|dfg|
