    推动公共文化服务提质增效

    　　【光明论坛】 　　近日，深圳“创意十二月”活动在书城“湾区之眼”拉开帷幕。这座屹立于城市核心区的文化地标气质时尚雅致，为大众阅读、参与相关体验活动营造了浓厚氛围，已成为当地探索以新业态重塑公共文化服务体系的重要实践。不单在深圳，北京、广州、上海等城市也在打造以书店、图书馆、文化驿站等为核心的普惠阅读空间，一个个“城市会客厅”“大众精神家园”正悄然融入日常生活，为公共文化服务建设添彩增辉。 　　《中共中央关于制定国民经济和社会发展第十五个五年规划的建议》提出，坚持文化惠民，实施公共文化服务提质增效行动。公共文化服务作为文化事业的重要组成部分，承担着保障人民文化权益、传递主流价值、凝聚社会共识的使命，不断提升公共文化服务水平，既是满足群众精神文化需求的迫切需要，也是加快文化产业发展的题中应有之义。 　　推动公共文化服务提质增效，关键在于完善文化管理体制，构建“问需于民、借力于众”的公共文化服务体系。一方面，坚持以需求为导向，建立健全精准服务机制。畅通群众文化需求反馈渠道，增强群众的文化参与感，提升服务实现精准供给。另一方面，进一步厘清政府、市场与社会力量的关系，健全多元参与机制，激发市场与社会活力。社会力量的参与不仅能够激发文化服务的活力，更助力实现了文旅深度融合，成为赋能经济社会发展的重要力量。 　　数字技术的迭代发展也为公共文化服务提质增效创造了更多可能。2019年，科技部等六部门联合印发《关于促进文化和科技深度融合的指导意见》，明确要求推动文化数字化成果网络化、智能化发展，为公共文化服务数字化转型提供了政策指导。数智技术赋能，可以有效补齐传统公共文化服务中存在的空间限制和体验感不足的短板。 　　强化数字互联互通能打破空间壁垒。针对传统服务现场参与感不足的局限，不少文博展馆依托数字交互、增强现实、虚拟现实等技术，将众多可移动文物转化为线上观览资源，打造“云展览”“云游览”等新场景，让静态文化资源“活起来”。如此，既拓展了服务半径，又提升了群众体验。例如，中国国家博物馆推出数字展厅网页，公众可通过数字交互选择想要观赏的展品，或在“风展红旗如画”的展品中感受革命前辈的英勇无畏，或在“中华文明云展”小程序中领略中华文明的源远流长。 　　搭建跨区域、跨层级的数字文化服务平台，有利于打破城市与乡村、地区与地区间的资源分割格局，促进优质文化资源全域流动，进而推动资源内外贯通，实现共建共享。例如，由“珠三角城市文化馆联盟”推出的优秀原创作品线上展播，整合广州、深圳、珠海等多地文化机构资源，集中呈现富有地域特色的音乐、舞蹈、戏剧、曲艺作品。值得一提的是，善用人工智能技术优化服务流程、构建智能治理闭环，也可在一定程度上为文化遗产保护传承提供有力支撑。例如，敦煌研究院通过智能传感器实时采集莫高窟环境、文物本体、游客承载量等数据，开展交互分析与风险预警，为公共文化服务智能化升级树立了典范。 　　持续完善文化管理体制和生产经营机制，深化体制改革和数智赋能，多措并举推动资源优势转化为发展优势，将助力公共文化服务转型升级，推动公共文化服务事业行稳致远。 　　(作者：陈静茜，系同济大学艺术与传媒学院副教授、博士生导师) 【编辑:刘阳禾】|dfg|
