    公安部有关部门负责人就2025式人民警察制式服装列装答记者问

    　　中新网12月15日电 据公安部微信公众号消息，近日，经党中央、国务院批准，2025式人民警察制式服装(以下简称“2025式警服”)正式列装。公安部有关部门负责人就2025式警服列装相关问题回答了记者提问。 　　问：请简要介绍2025式警服列装的背景？ 　　答：99式警服列装20多年来，在保障人民警察依法有效履职方面发挥了重要作用，但随着我国经济社会发展进步和政法公安工作形势任务变化，已难以完全满足政法公安工作需要，主要表现在款式功能较为单一、品种体系不够健全、材料工艺相对滞后、配发标准有待完善、标识不够清晰立体等，难以满足不同警种多元化执法执勤和实战实训场景需求，影响人民警察执法执勤和训练实战效能。 　　根据党中央部署要求，公安部党委将被装改革列为重点任务，在征求有关部门意见，广泛听取一线实战单位、基层民警和有关方面专家学者建议基础上，组织专业力量，按照“坚持传承性、体现时代性、增强科学性、推进体系化”的原则，有序推进被装改革工作，更好满足不同地区环境、不同警种部门、不同勤务类型、不同工作场景民警的着装需求。 　　在经过方案征集、专家评审、征求有关部门意见、队伍试穿、优化完善、列装报批等流程后，2025式警服正式列装。这是新时代以来人民警察队伍首次整体换装，对于提升执法司法的严肃性、规范性，增强人民警察的职业荣誉感、归属感，展现新时代人民警察良好形象具有重要意义。 　　问：2025式警服作了哪些主要改进调整？ 　　答：2025式警服在现行99式警服基础上，保持样式、色调、标识等不作大的调整，主要对功能、品种、版型、面料等作出改进。 　　一是改进优化款式，如执勤服一线款上衣设计为“冲锋衣”款，执勤裤改进为“轻战术”款，更加注重提升执勤执法和训练实战效能。 　　二是调整完善品种，沿用99式警服的品种门类，减少不常用的5个品种，增加服务实战实训的7个品种，并根据不同部门警种、气候区域、勤务类型、工作场景等实行差异化配发。 　　三是应用新型材料，使用科技含量较高且价格合理的国产科技新材料，提高抗皱、透气、保暖等性能。 　　四是健全完善标准，充分考虑特警等警种轮训轮值、战训合一的工作特点，结合当前各地被装经费保障总体水平，制订相应配发标准。 　　问：警服经费是如何保障的？ 　　答：根据公安部和财政部《公安机关人民警察制式服装及其标志供应办法》，公安机关人民警察制式服装及其标志的经费及供应，实行中央和省级两级管理办法。 　　其中，省级及以下公安机关在编在职人民警察制式服装及其标志经费，由省级统一供应和管理(市县级财政不承担经费)。 　　按照新式警服配发标准计算，较现行标准年需经费减少约2.36%。 　　问：新式警服换发经费下降是如何实现的？ 　　答：严格落实党政机关带头过紧日子要求，通过一系列措施，确保新式警服首发定额和年度换发平均定额经费标准均低于现行标准。 　　一是所有警种均减少配发数量、延长使用年限。 　　二是坚持向基层一线倾斜，机关民警调整降低标准。 　　三是不一次性配发全部品种，在年度经费预算额度内，每年换发部分品种。对未换发的品种，继续穿用现行警服，新旧款并行，不设定过渡期，直至全部品种逐年替代完毕。 　　问：人民警察制式服装经历了怎样的演变？ 　　答：新中国成立以来，在党中央的高度重视和关心下，人民警察制式服装经历了9次较大的改革，分别是50式警服、55式警服、58式警服、66式警服、72式警服、83式警服、89式警服、99式警服、2025式警服。 　　历次警服改革充分展现了人民警察队伍在党的旗帜下发扬传统、顽强奋斗的成长史，其间变化的是警服样式，不变的是人民警察对党忠诚、服务人民、执法公正、纪律严明的政治本色和初心使命。 【编辑:叶攀】|dfg|
