    海南封关首日见闻：政策红利“有感可及”

    　　中新网海口12月18日电 (黄方舟)“特种邮票不只是一张小纸片，它承载的更是时代的印记。”18日，北京游客左亭在海口与许多人一起排队抢购《海南自由贸易港》特种邮票，“我提前一个月来到海南，环岛行走，并以集邮的方式为封关留下纪念”。 12月18日，在海口骑楼老街，民众排队购买有关海南自贸港启动全岛封关的系列集邮文创产品。　黄方舟 摄 　　12月18日，海南自贸港正式启动全岛封关。当天，中国邮政发行《海南自由贸易港》特种邮票1套1枚，邮票画面以“海南自由贸易港形象标识”为主体，左上角表现了“封关运作 扩大开放”宣传语，背景绘有五指山、稻穗、火箭、深海勇士、数据传输等元素，展现出海南自贸港“五向图强”高质量发展新图景，寓意海南自贸港向着加快建设具有世界影响力的中国特色自由贸易港目标奋勇前进。 　　在海南自贸港启动全岛封关的日子里，当地民众更是从购物消费、公共服务、就业创业等不同维度，热议“封关机遇”。 　　自今年11月1日起，海南实施新一轮离岛免税购物政策调整优化：岛内居民只要在一个自然年度内有离岛记录，本自然年度可不限次数购买“即购即提”商品；离岛免税商品由45大类提高至47大类；新增宠物用品、可随身携带的乐器等品类；6类国产商品亦进入离岛免税店销售等。 　　在海控全球精品免税城，前来选购商品的络绎不绝。海口市民陈颖说，封关后，免税商品品类更多，“国际范儿”更足，全球新品上架速度不输海外，“一次离岛即可全年畅购”。 　　封关前，海南自贸港“零关税”清单涵盖1900多个税目商品。封关后，“零关税”商品税目扩大至约6600个，占全部商品税目的比重由21%提升至74%。 12月18日，海口骑楼老街“幸福留言墙”前，民众纷纷写下对海南自贸港全岛封关的祝福与心愿。　黄方舟 摄 　　封关带来的不只是消费端的红利，更提高岛内民众就业创业的获得感。 　　“这两年国际演出、展会活动频繁，吸引许多游客前来海南。”网约车司机阮师傅说，封关后，客源将增加，接单量上升，“我的钱包也会更鼓”。 　　数据显示，海南旅游业总收入已由2018年的950.16亿元增长至2024年的2040.14亿元，实现规模翻番。 　　多位受访海口市民还提到，公共服务水平的提升同样“有感可及”。张锦说，近年来，海南教育、医疗等基础配套持续完善升级，孩子在岛内就可接触国际教育资源，老人就医也无需频繁出岛，生活便利度明显提升。 　　作为中国唯一的“医疗特区”，博鳌乐城国际医疗旅游先行区持续引入国际先进药械和诊疗技术，让更多患者在海南即可享受全球医疗资源。在教育领域，海南持续打造“学在海南=留学国外”品牌，目前已有26所国内外高校签约落地，18个中外合作办学机构(项目)及2个境外独立办学项目在琼办学。 　　2020年以来，海南新设外资企业超过9600家，来自170多个国家和地区的投资者在琼布局。封关后，海南作为境外企业进入中国市场“总部基地”的功能进一步显现，创业环境进一步优化，政策红利不断向“普通人”延伸。 　　“在海南不仅是做国内生意，也是在对接国际市场。”从事大数据信息行业的苏铭从福建来到海南考察市场，他表示，86国人员免签入境海南，个人所得税、企业所得税“15%”税收优惠政策，为创业和就业创造了更多选择空间。 　　海口经济学院学生白雪峰认为，自贸港封关，相当于为海南打开了一个“国际流量入口”。跨境电商、高端制造、航运物流、低空经济等新兴领域正在加速集聚，“在家门口就可从事新兴领域的工作”。(完) 【编辑:张令旗】|dfg|
