    宁夏银川多维联动深化冬季欠薪治理 筑牢农民工薪资权益防线

    　　中新网银川12月16日电 (记者 李佩珊)记者16日从宁夏银川市获悉，为切实守护劳动者薪酬权益，筑牢民生保障底线，银川市自冬季欠薪治理行动启动以来，聚焦重点领域与关键环节，多部门协同联动、精准施策，全力打好农民工工资权益“保卫战”。截至目前，已为5600余名劳动者追回薪资7000余万元。 　　据悉，银川市压实全链条责任，由人社部门牵头建立联合工作机制，各县(市)区落实属地责任，推行领导包案制度，对重大欠薪案件实行“一案一台账、一案一专班”管理，同时紧盯服务业、新就业形态等隐患行业，强化动态监测，织密欠薪风险“防控网”。 　　在此基础上，银川聚焦源头管控，由住建、交通等部门将农民工实名制管理、工资支付纳入日常检查，在建项目实名制考勤系统覆盖率达95%，严格落实工资专用账户、总包代发等制度，直击欠薪“风险点”。针对一些商业项目，当地明确资金优先用于支付工资。 　　同时，银川市人社、公安、法院等部门深化司法协同，提升法律震慑力。目前，公安查处非法讨薪案件10起，司法行政部门组织律师提供法律援助1008次，各级仲裁院快调快裁案件526起，为657人追回薪资1473.8万元。 　　此外，银川市强化督导督办，整合12345热线等维权渠道，构建“线上+线下”一体化诉求受理体系，针对吾悦和府等重点项目加大协调力度，推动欠薪问题实质性解决。 　　当前，欠薪治理进入攻坚阶段，银川市将紧盯元旦、春节节点，压实各方责任，加大恶意欠薪惩戒力度，确保劳动者足额拿到“辛苦钱”“安心钱”。(完) 【编辑:惠小东】|dfg|
