    打造技能型高校“国家队” “新双高”来了

    　　今天(12月16日)下午，教育部召开会议，推进实施第二期“双高建设计划”，为强国建设、民族复兴筑牢高技能人才培养示范高地。 　　据介绍，“双高”是指高水平高职学校和高水平专业群。“双高建设计划”，也就是要培育发展一批中国特色的高水平高等职业学校和骨干专业(群)。去年9月，第一期“双高建设计划”收官，为职业教育发展打下了良好基础。今年启动实施的第二期“双高建设计划”，在系统总结第一期建设经验基础上进行起底式再设计、系统性再优化，主动将教育自身发展的“小逻辑”转向服务现代化强国建设、服务人的全面发展的“大逻辑”，确立60所“双高”建设学校与160个“双高”建设专业群，着力打造技能型高校“国家队”。 　　第二期“双高建设计划”覆盖面更广，学校数量为220所，较第一期的197所增长了11.68%，覆盖了全国31个省(区、市)和新疆生产建设兵团，填补了第一期在青海、西藏和新疆生产建设兵团三地的布点空白。在此基础上，坚持非均衡布局，对各省份学校数量进行差异化布点，更好地支撑国家区域协调发展和产业转型升级。 　　第二期“双高建设计划”服务发展更实。“新双高”校围绕国家区域发展战略，对接了278个国家级园区，将有力促进区域内产教要素合理流动和高效集聚；围绕国家级产业集群及各地支柱产业，专业群服务“万亿级”“千亿级”“百亿级”区域产业占比分别达26.8%、43.9%、22.9%；专业群服务一、二、三产业占比分别为6.1%、72.5%、21.4%，形成了与产业发展同频共振的专业布局体系。 　　第二期“双高建设计划”引领作用更凸显。第二期“双高建设计划”学校在国家职业教育重大改革项目中发挥了核心骨干作用，实现了34个国家级市域产教联合体、2个国家级的行业产教融合共同体和高技能人才集群培养计划的全覆盖；牵头做强“鲁班工坊”“郑和学院”等55个特色品牌项目，在78个国家191个园区开展海外合作项目529个，推动我国908个专业教学标准、3989门课程资源与683台(套)实训装备走向世界，持续增强了中国职业教育影响力。 　　第二期“双高建设计划”还体现了四个“新”： 　　一是价值理念新。第二期“双高建设计划”确立了“办学能力高水平，产教融合高质量”的“新双高”理念，推动职业学校跳出职教看职教、立足产业办职教，旨在走出一条职业教育与区域产业相互赋能、共同发展的双赢之路，为新时代技能型高校发展树立了根本的理念遵循和行动指南。 　　二是目标定位新。第二期“双高建设计划”着力引导高职学校从注重办学条件改善和自我循环发展的小逻辑，转向更加注重服务产业发展、服务社会发展的大逻辑；从“基础好、条件好”转向“服务好、支撑好”，以服务求生存、以贡献求发展，在产教融合实践中找准目标定位，在服务国家、区域重大战略需求中提升关键办学能力。 　　三是评价标准新。第二期“双高建设计划”创新构建以“六个度”为核心的评价标准体系，包括：思政工作引领度、社会需求匹配度、条件基础支撑度、目标措施可达成度、政策机制保障度、成果成效贡献度。该标准贯穿项目遴选、建设与验收全流程，全面衡量职业学校的育人水平、服务能力和贡献绩效，标志着我国在职业教育领域自主科学确立了技能型高校的评价体系。 　　四是实施方式新。创新建立“地方主责、央地协同”机制，通过权力下放、责任下沉，充分激发地方主动性和创造性。具体而言，教育部、财政部负责制定标准、明确布局导向、商定建设数量；省级教育行政部门会同财政部门具体承担遴选推荐、任务落实和绩效管理等工作，构建了央地之间职责清晰、协同联动的新型治理格局。 　　(总台央视记者 高晨源) 【编辑:叶攀】|dfg|
