    山西举办全省法治护侨工作推进活动 多部门协同构建护侨新格局

    　　中新网太原12月19日电 (记者 杨杰英)12月19日，山西省法治护侨工作推进活动在太原举行。中国侨联权益保障部，山西省侨联、省法院、省检察院、省司法厅领导及相关部门负责人，各市相关单位代表等参加会议。 12月19日，山西省法治护侨工作推进活动在太原举行。　杨杰英 摄 　　近年来，山西省积极探索“法侨、检侨、司侨”合作新模式，构建“党委领导、部门协同、侨胞参与”的法治护侨工作体系。通过健全协调联动机制、发挥合作效能、加强普法宣传等措施，法治护侨工作取得显著成效。 　　目前，山西已有5个地市及多个县级单位建立合作机制，112个涉侨调解组织、374名调解员入驻在线调解平台。截至12月15日，全省法院委派侨联调解案件15247件，成功10734件，成功率70.41%，其中线上涉侨纠纷调解成功率维持在90%左右。2019年至今，全省各级侨联累计处理侨界群众来信来访3500余人次，协调处理案件500余件。 　　山西省侨联党组书记、主席王进仁指出，全省侨联系统要立足山西侨情实际，聚焦侨胞急难愁盼问题，以更高标准、更实举措、更优服务，推动法治护侨工作再上新台阶。加快推动“法侨、检侨、司侨”合作框架在市县层面实质性落地，特别是在侨务资源集中区域；精心培育具有山西特色的工作品牌，高质量运用在线诉调对接平台，并积极参与全国典型案例评选；主动将护侨工作融入全省高质量发展大局，通过“送法进侨企”等专项活动，为优化营商环境注入“侨动力”。 　　山西省高级人民法院党组成员、副院长王虎荣介绍，全省“法院+侨联”诉调对接呈现新特点，工作机制日益健全，合作范围已从传统涉侨纠纷扩展至信用卡、金融借款合同、离婚等多元案由，调解资源日益充实，案件调解数量持续增长，委派调解案件和成功案件总数均位居法院“总对总”合作单位前列。 　　山西省人民检察院二级高级检察官郑瑜琴强调，检察机关将在办案中精准把握涉侨案件特殊性，做到法理情相融；充分发挥刑事、民事、行政、公益诉讼“四大检察”综合履职优势，构筑立体化法治保障；完善与侨联的常态化协作，联合培育专业调解队伍，总结推广纠纷化解模式，为侨胞提供低成本、高效率的司法服务。 　　山西省司法厅二级巡视员韩光表示，司法厅将大力发展涉外法律服务业，鼓励设立海外服务站点，提升服务专业化水平；全面推行“最多跑一次”改革，应用电子证照等措施提供便捷服务；升级公共法律服务平台，精准对接需求，丰富服务产品；强化“人工智能+”法律服务应用，提升涉侨法律服务的智能化与可及性。 　　“此次活动不仅是省法院、省检察院、省司法厅和侨联系统，合力做好维护侨益工作的重要举措，也是总结经验，一体推进政法系统和侨联组织合作走深走实的重要行动。”中国侨联权益保障部副部长贾德成表示，要从实现民族复兴的高度认识维护侨益工作，提升政治责任感；鼓励山西继续深化与政法机关的合作机制建设，并推动在地市层面细化落实，防止机制空转；加强协同，深入发掘和宣传典型案例，培训优秀调解员，共同讲好中国法治故事。 　　会后，省法院、省检察院、省司法厅相关负责人分别对已联合出台的《关于加快推进涉侨纠纷在线诉调对接工作的实施意见》《关于加强检察机关与侨联协作配合共同做好新时代侨胞合法权益保障工作的意见》《关于加强新时代涉侨法律服务工作的意见》进行了解读，与会人员围绕进一步推动各项措施落地见效进行了沟通交流。(完) 【编辑:李润泽】|dfg|
