    中新健康丨长护险“加速跑” 专家：走进每个失能老人家庭是必然

    　　中新网北京12月17日电(记者 张尼)“实施康复护理扩容提升工程，推行长期护理保险制度，加强对困难群体的关爱帮扶。”中央经济工作会议在部署2026年民生领域工作时，将“长护险”放到了重要位置。在业内专家看来，人口老龄化背景下，长护险走进每个失能老人的家庭是必然趋势。 　　早在2015年，《中共中央关于制定国民经济和社会发展第十三个五年规划的建议》中就已经提出“探索建立长期护理保险制度”，2016年6月全国启动长期护理保险制度试点，2020年9月扩大试点，2022年党的二十大报告明确“建立长期护理保险制度”，党的二十届三中全会进一步明确“加快建立长期护理保险制度”…… 　　“长护险”为何如此重要？ 　　这和我国的人口结构变化密切相关。数据显示，2024年末，我国60岁及以上人口达到3.1亿人，占全国人口的22.0%，其中65岁及以上人口2.2亿人，占全国人口的15.6%。另外，从第七次全国人口普查数据看，2020年，80岁及以上人口就达到了3580万。 　　老年人是长期失能风险的高发群体，“长护险”就是为解决人口老龄化和失能风险给家庭带来的重压问题。 　　“目前我国老龄群体呈现多层次、多样化的需求。” 　　中国供销合作经济学会会长、第十三届全国人大农业与农村委员会副主任李春生在第十一届社会养老创新发展论坛上强调，数据显示，目前我国失能老年人约3500万，占全体老年人的11.6%。据测算，到2035年，我国失能老年人将达到4600万。 　　“相当一部分老年人长期带病生存，这部分人对生活照料、护理康复等社会服务的需求更为迫切。”李春生强调。 　　因此他认为，要完善健康教育、预防保健、疾病诊治、康复护理、长期照护等相衔接的健康支撑体系，打造居家社区机构协调贯通的供给格局，深化公办养老机构改革，健全适应机制，扩大普惠性、基础性、兜底性的服务供给。 　　根据国家医保局今年7月公布的数据，长期护理保险制度已经覆盖1.9亿人，支出超过850亿元。 　　近年来，政策推进的脚步正在加快。今年9月，国家医保局发布《国家长期护理保险服务项目目录(试行)》，明确了36项服务项目。 　　10月，《中共中央关于制定国民经济和社会发展第十五个五年规划的建议》中又提到“推行长期护理保险，健全失能失智老年人照护体系，扩大康复护理、安宁疗护服务供给。” 　　中央经济工作会议之后，《老年护理服务能力提升行动方案》对外发布，其中提到“到2027年，老年护理资源有效扩容”，文件还提到“鼓励基层医疗卫生机构提供长期护理服务，符合条件的可纳入长期护理保险定点范围。” 　　“养老本质上是要有钱，要有人，要有技术，这三件事最重要。”中国老龄科学研究中心原主任王深远强调。在他看来商业养老金、企业年金、职业年金、长护险等，这些都是在解决“钱”的问题。 　　王深远认为，“十五五”期间，从“单一供养”到“多元支撑”的养老保障新格局是发展趋势。目前，长期护理保险制度的试点城市已扩大至49个，未来长护险要全部走进每个失能老年人的家庭。 　　专家认为，长护险的全面落地除了是解决失能照护的困境，更是构建更完善养老保障体系的关键举措。更全面的保障网络落地，也能激活银发经济。 　　“2025年到2027年，很可能是我们养老产业和银发经济爆发的时代。”王深远预判。(完) 【编辑:于晓艳】|dfg|
