    重庆出台治理欠薪信用监管办法 工资支付信用将分等级

    　　中新网重庆12月18日电 (记者 钟旖)记者18日从重庆市人力社保局获悉，为加强工资支付信用监管，保障劳动者获取劳动报酬权益，促进经济发展和社会稳定，该局会同重庆市发展改革委、重庆市财政局、重庆市住房城乡建委等10个单位联合印发了《重庆市治理欠薪信用监管办法》(以下简称《办法》)。 　　根据《办法》，重庆将在全市范围内开展工资支付信用监管工作，适用于所有依法登记注册或从事经营活动的单位、组织和个人。《办法》明确，未按时足额支付劳动者工资的行为属于工资支付失信行为。工资支付信用信息包括单位履行工资支付义务的记录，以及未履行义务引发拖欠工资的相关记录。 　　《办法》提出，人力社保部门将负责工资支付信用体系的建设，提供信用记录、等级评价、结果应用和信用修复等服务。相关部门将根据工资支付信用记录，在招投标、政府采购、财政补贴等事务中应用信用信息。 　　在信用等级管理方面，《办法》明确将工资支付信用分为A、B、C、D四个等级。A级单位为两年内未发生拖欠工资行为的单位，B级为存在克扣或拖欠工资的单位，C级和D级则分别对应拖欠工资情节较为严重的单位，特别是被列入拖欠农民工工资失信联合惩戒对象名单的单位。 　　《办法》对企业和个人的信用激励和惩戒作出规定。对于A级单位，将优先享受政府资金支持、政策优惠、表彰推荐、优化监管等激励措施；对于信用等级为C级、D级的单位，将面临限制政府采购、招投标、金融服务等方面的处罚。尤其在工程建设领域，C级、D级单位的新增工程项目需要按照规定存储更高比例的工资保证金。 　　《办法》明确，单位的法定代表人、主要股东、主要负责人也将受到工资支付信用的影响，C级和D级单位的相关负责人不能参与各级党代表、人大代表、政协委员等职务的选举，也不得参与职称评审、先进工作者等评比活动。用人单位在招聘时，应当主动向劳动者告知工资支付信用情况。劳动者求职就业时可以依法查询用人单位工资支付信用情况。 　　据悉，该《办法》的实施，将进一步加强社会信用体系建设，推动企业守信守法经营，同时为劳动者的合法权益提供更有力的保护。(完) 【编辑:王琴】|dfg|
